About Social Welfare Department, Jammu & Kashmir

The Social Welfare Department, Jammu & Kashmir came into existence in the State of J&K in the year 1960. It plays an important role in addressing problems of weaker sections of the society, Like Old Age Persons, Women in Distress, Physically Challenged People, Mal-Nourished children Lactating and expecting women, Scheduled Castes, Scheduled Tribes, Other Backward Classes and other Economically Weaker Sections of the Society. In the priority of our National Development, the commitment towards welfare of under-privileged and the down trodden, backward and vulnerable sections of the society is tremendous. The role of the Social Welfare Department, Jammu & Kashmir in fulfillment of this commitment thus becomes important among the various sections and classes of our population, there is lot of deprivation and neglect and the Social Welfare Department has to be instrumental for removing the distress of these sections through amelioration and anti- poverty measures.

The Social Welfare Department Jammu & Kashmir Administers Central and State Government Schemes in the areas of women and child development, Social Justice and Empowerment, Social Security, Tribal Development and Educational upliftment of SC/ST and OBC students. It provides direct benefit to the target groups through Scholarship, hostel facilities, reimbursement of Examination Fee etc. The schemes/programme are implemented through various Department, Corporations, Field Agencies which mainly include the Directorate of Social Welfare, SC/ST OBC Corporation, Women Development Corporation, Gujjar and Bakerwal Advisory Board, Pahari-speaking people Board, J&K State Social Welfare Board, Rehabilitation Council for Victims of Militancy and District Development Commissioners.

Objectives
The Department is implementing National Social Assistance Programme as a Centrally sponsored schemes for the people falling below the poverty line. This scheme has following components viz:(A)National Old Age Pension Scheme

The scheme has been renamed as Indira Gandhi National Old Age Pension scheme. Under the modified scheme all persons with 65 years of age and above who are below poverty line (BPL) are eligible. The pension is provided @ Rs 325/- PM

  • In case the applicant has not yet been issued a BPL ration card, the income certified by the concerned Chowkidar or Numberdar shall be taken as authentic for rural areas.
  • In urban areas, the income certified by the concerned Tehsildar shall be expected.

Objectives
Under ISSS Financial assistance is being provided by the Social Welfare Deptt. to Old Age Persons, Widows/Destitute Women and Physically HandicappedFunding Pattern

The scheme is funded on co-sharing basis that is 50% of the total expenditure will be borne by the Govt. of India as central assistance and 50% by the state (50:50).

Pre-Matric Scholarship

 

 

Objective: Under the Scheme Scholarships are provided for the benefit of the Children belonging to Schedule Caste, Physically Handicapped and Other Backward Class and to the children whose parents are engaged in unclean occupation. The Scholarship is given to the students enrolled in class one and up to class 10th. The scholarship is given only for nine working months of academic year. The scheme is funded on co-sharing basis that is 50 % of the total expenditure is borne by the Govt. of India as Central Assistance and 50 % by the State sanctioning authority consists of following members:

 1. District Development Commissioner – Chairman
2. District Social Welfare Officer – Member secretary
3. Chief Education Officer – Member
Benefits
Under this scheme, the amount of scholarship provided to the students ranging from Rs 50/- per month to Rs 200/- per month. The Rate of Scholarship are as following

Objectives
The objective of the scheme is to provide financial assistance to the Schedule Caste students, OBCs and physically handicapped students studying at Post Matriculation or Post Secondary stage to enable them to complete their education .These scholarships are available for studies in India only.Funding Pattern

The State Govt. receives 100% Central Assistance from the Govt. of India for the total expenditure under this scheme for SC and OBC Students. For Physically Handicapped Students this is 100% State Sponsored Scheme

Benefits
The value of scholarship includes Maintenance Allowance, Additional Allowance for students with Disabilities, Reimbursement of compulsory non-refundable fees, Study Tour Charges, Thesis Typing/Printing Charges, Book Allowance for students pursuing correspondence Courses and Book Bank facility for Specified Courses, for complete duration of course.
Eligibility Criteria
  • The Scholarships are open to Nationals of India.
  • These scholarships will be given for the study of all recognized Post-Matriculation and Post-Secondary Courses pursued in Recognized Institutions.
  • Students who after having completed their educational career in one professional line, e.g. L.L.B. after B.T./B.Ed. will not be eligible
  • Candidates who after passing one stage of education are studying in the same stage of education in different subject e.g. SC after IA or B Com. after BA or MA in another subject will not be eligible.
  • Students pursuing Post-Graduate course in Medicine will be eligible if they are not Allowed to Practice during the period of their course.
  • Students who after Failing or Passing the Under Graduate /Post Graduate examinations in Arts/Science/Commerce join any recognized Professional or Technical Certificate/Diploma/Degree Courses will be awarded scholarships if otherwise eligible. No subsequent failure will be condoned except courses in group “A” and no further change in the course will be allowed.
  • A scholarship holder under this scheme will not hold any other Scholarship/Stipend, the students can exercise his/her option for either of two scholarship/stipend which ever is more beneficial to him/her and should inform the awarding authority through the Head of Institution about the option made. No scholarship will be paid to students under this scheme from the date he/she accepts an other scholarship/stipend. The student can however, accept Free Lodging or a Grant of adhoc Monetary help from the State Government or any other source for the purchase of books, equipment or for meeting the expenses on board and lodging in addition to the scholarship amount paid under this scheme.
  • Students who have already received coaching in any of the Pre-Examination Training Centres with Financial Assistance from the Govt. will not be eligible.
  • In case of SC students Scholarship will be paid to the students whose Parents/Guardians income from all sources does not exceed Rs 1,00,000/- per annum.
  • In case of ST students Scholarship will be paid to the students whose Parents/Guardians income from all sources does not exceed Rs 1,08,000/- per annum.
  • In case of OBC students Scholarship will be paid to the students whose parents/guardians income from all sources does not exceed Rs 44,500/- per annum.

  • Permanent Residence Certificate
  • Caste Certificate
  • Income certificate of parents guardian duly attested by Revenue Officer not below the rank of Tehsildar Concerned in respect of Students whose Parents/Guardians are non-Govt employees. In case of Govt employees Salary Certificates issued by the concerned Drawing & Disbursing Officer is required alongwith affidavit indicating that income from all sources does not exceed Rs One Lac per annum in respect of Students belonging to SC Category, Rs 1.08 lacs per annum in respect of Students belonging to ST category and Rs 44,500/- per annum in case of students belonging to OBC/Physically Challenged Category.
  • Fee receipt
  • In case of Private Institution, a Copy of Fee Structure duly approved by Central/State Govt.

Objectives
The objective of the Scheme is to award Scholarships to Meritorious Students belonging to Economically Weaker Sections of Minority Community so as to provide them better opportunities for Higher Education, increase their rate of Attainment in Higher Education and enhance their Employability. Under this Scheme 30% of Scholarship is earmarked for Female Students. In case sufficient number of eligible Female Student are not available, then the balance earmarked scholarship may be awarded to eligible Male Students. Scholarship will be provided for the entire course. However, Maintenance Allowance will be given for a period not exceeding 10 months only in an academic year.Funding Pattern

100% Funding will be provided by the Central Govt.

Eligibility Criteria
  • Scholarship will be awarded to the student as who have Secured not less than 50% marks or Equivalent Grade in the Previous Examination and the annual income of whose Parents/Guardian from all sources does not exceed Rs 2 lakh.
  • Scholarship will be given to more than two students in a family.
  • The students should be Regular in Attendance for which the yardstick will be decided by the Competent Authority of the School/ College/ University.
  • The School/College/University Authority will certify the claim of the Student of being an Outstation. Students not Residing in Hostel of Institution concerned on the basis of Permanent Address and Parent’s Address.
  • Migration of Students from One Institution to Another would not normally be Allowed during the Course of the academic year except under Exceptional Circumstances and in the interest of the Student’s Academic Career.
Documents Required
  • Self-attested passport size photograph with signature.
  • Attested copies of certificates of educational qualification
  • Income declaration – affidavit on non-judicial stamp paper for self-employed parents/guardian or income certificate from the employer for employed parents/guardian.
  • Proof of permanent residence.
  • Receipt in acknowledge of scholarship in the previous year duly countersigned by the head of the school/college/institute.
  • Minority community declaration affidavit on non-judicial stamp paper by the student that he/she belongs to any one of the minority communities notified by central Govt.

Objectives
The scholarship at pre-matric level will encourage parents from minority communities to send their school going children to school, lighten their financial burden on school education and sustain their efforts to support their children to complete school education. The scheme will form the foundation for their educational attainment and provide a level playing field in the competitive employment arena. Empowerment through education which is one of the objectives of this scheme, has the potential to lead to upliftment of the socio economic conditions of the minority. 30% of scholarship will be earmarked for girl students. In case sufficient number of eligible girl students are not available then the balance earmarked scholarships may be awarded to eligible boy students. The Scholarship is given to the students upto 10th. The scholarship is given only for nine working months of the academic year.
Funding Pattern: The scheme is funded in the ratio of 75 : 25. Union Territories will be provided 100 % Central Assistance.
Benefits

  • The students obtaining benefits under this scheme shall not be allowed to avail of benefits under any other scheme for this purpose.
  • A student shall be eligible for only one scholarship for all sources i.e. SC/ST/OBC.

Objectives
The objective of this scheme is to provide financial assistance to the poor and meritorious students belonging to minority communities to enable them to pursue professional and technical courses.

Benefits.Eligibility Criteria

  • Students who have got admission in a recognized college to pursue technical / professional courses, on the basis of a competitive examination
  • Students who have got admission in a recognized college to pursue technical / professional courses, without facing any competitive examination, will also be eligible for scholarship. However, such student should have not less than 50% marks at higher secondary/graduation level. Selection of these students will be done strictly of merit.
  • A scholarship holder under this scheme will not avail any other scholarship/stipend for pursuing the course.
  • Family income should not exceed 2.50 lakh per annum from all sources.
  • Student reading in the particular State /Union territory will be entitled for scholarship under the quota of that State/UT only irrespective of his place of study.

  • Attested certificates of educational qualification
  • Income declaration – affidavit on non-judicial stamp paper and income certificate from the employer
